Construction Purchasing Florida State College at Jacksonville
Listed below is general information and some
of the standard contracts and forms used by the purchasing department
for construction projects:
Effective Jan. 1, 2006, Florida State College at Jacksonville discontinued mailing/attaching construction solicitations to its construction general conditions, special conditions, and sample contracts. Bidders shall be responsible for previewing these documents which shall be referred to in each soliciation by reference to this Web site.
The College currently pre-qualifies all general
contractors annually. The College pre-qualifies three groups
by bonding capacity: $5,000,000 or greater, approximately by
November, $2,000,000 to $4,999,999.99, approximately by March
and less than $1,999,999.99, approximately by August. Any firm
interested in pre-qualification may contact Tony Carter, associate director of purchasing, at 904.632.3086.
Construction bids greater than $25,000 are
placed on the bid schedule with bidding specifications
and necessary information for that bid. Most construction bids
are not available digitally and must be purchased and picked-up
at Florida State College at Jacksonville, MCCS, 501 W. State St., Jacksonville,
FL 32202 (3rd floor purchasing).
There are several recent statute revisions concerning insurance that will affect any construction project with Florida State College at Jacksonville.
Being a political subdivision of the State
of Florida, Florida State College at Jacksonville is exempt from both federal excise tax and state tangible personal property sales
taxes and as such on any construction project the College may,
at the College’s discretion, ask the contracting firm to participate
in the Tax Saving Program.
Any project over $2,500 by College APM is required to be competively bid. Projects from $2,500
to $4,999.99 can use an informal process that requires two (2) written
quotes. Projects from $5,000 to $24,999.99 can also use an informal
process that requires three (3) written quotes. All projects
$25,000 or greater require a formal sealed bid/RFP process. These projects
will be listed on the bid schedule.
