Quality Leadership Award
After graduating from Penn State University in 1972, J.B. Renninger’s career began as a US Naval Officer earning his “Wings of Gold” in December 1973. J.B.’s aviation career began by training in the Lockheed S-3A jet aircraft conducting cruises on various nuclear and conventional carriers. He commanded a fleet squadron, fleet replacement squadron and wing of S-3 aircraft responsible for over 700 personnel and 28 aircraft.
J.B.’s career with FCCJ began in 2002 during the first term of operations at the Aviation Center of Excellence. Upon selection as Director of Center, he was given the task to acquire Federal Aviation Administration (FAA) permission to conduct Air Traffic Control training through the Air Traffic - College Training Initiative (AT-CTI) program. After being rebuked by local, state, regional and federal FAA representatives on this training initiative, an initiative was undertaken to brief Representative John Mica on the impending shortage of FAA air traffic controllers and the service FCCJ could provide if given the opportunity.
After testifying to the House Air Transportation Subcommittee in Washington, D.C. on March 30, 2007 the FAA relented opening up the application process to colleges and universities to conduct subject training. FCCJ applied and was granted designation as an AT-CTI school in October 2007. FCCJ’s first class of FAA air traffic controllers will commence in August 2008.
